Belarussian State University means the same thing to a Belarussian as Oxford does to a Brit, or Harvard does to an American. You can learn anything you want, and as deeply as you want it. Its buildings are situated in every part of Minsk, and its main building faces the Parliament. Well, it exudes an aura of the most "powerful" University in this city.
Actually, the preliminary faculty (the one which deals with foreign students) impressed me a lot. I guess it's the only faculty of its kind in Minsk. It has a separate building, where classrooms, dormitory, cafeteria, and authorities are located. Pretty cool. And it's situated almost in the center of the city. You should call there first if you decide to study at this University.

Is it enough for you to choose from? The tuition fee here differs from one faculty to another. The lowest is $1500/year (almost at all faculties), and the highest is $3000/year for the Law and International Affairs faculties. For the preliminary faculty, the fee is only $1000 per year and it doesn't include housing (which varies from $10 to $15 per month) or insurance (which is approximately $80 for a year; includes everything except dental).
